Headlight short/

1992 Oldsmobile Cutlass Ciera SL
V6 3.3 139,330
Occasionally when driving, the headlights will go completely out and then back on, sometimes not back on, but if you cycle between high and low beams that will usually work for a little while before it starts doing it again. Instrument panel lights operate normally while this is happening. Is there a circuit breaker or a relay? I cant find either, and the relays up front aren't labeled.
