I know where you can get them from autozone. It comes in "Flat Black" It's $4.99 a can. 1200 degree engine enamel...works good on wheels and doesn't chip, or flake and is resistant to cleaning, brake dust, and weather conditions.

I don't know how cheap is cheap to you, but www.wheelsnext.com has some good prices on wheel packages. Look at their specials. I got a complete 17" package from them with tires mounted and balanced and shipped for $700 flat. They were gunmetal with a polished lip. They have cheaper packages too... take a look.
