You can get almost any power plant to >12K revs. Its more a material issue then anything else. You’ll need lighter stronger materials and/or lighter stronger coatings. If you truly want to see a power plant fly then you’ll need to go with CNC machined Titanium pistons, rods, valves and camshafts. Bottomline, anything that moves needs to be titanium. You’ll need to take your existing parts and get them CMM'ed then import the data to a CAD program like Soldworks or Pro/E. Then you'll need to redesign the parts in the CAD proggie. Once its been redone, touched up, and documented, then you can send it out to a 6-axis machine shop to have them machined in mass. Titanium is a bitch to machine so it may be cheaper to investment cast them in Mexico then re-machine them in the states or have them drop forged in Minnesota and machine the flash off. This goes for the rods, valves, and camshafts as well. The cool thing about Titanium is that you could hollow out the piston heads.
But once you have the internal lubricated parts all titanium your only half way there. Next comes the non-rotating part. You could stay with Aluminum but you'll have to go with a much tougher series then 6000. I personally would consider redoing the heads, block, and covers in Hastalloy, Iconel, or some other nickel based super alloy. If you want to stay with Aluminum you'll need to Nickel plate it. You should CMM the block and Re-bore the engine to its minimum possible bore size and you may want to keep the cam stroke short. Remember were not after HP here just Revs. You should also seriously consider using metal seals and trash the gaskets. You'll have to machine a c-seal grove into the block and the heads, but since your machined new ones anyway it should be too expensive to machine a small groove. Now your well on your way to a >12K rev power plant.
Now you’ll have to worry about heat dissipation. Use the best synthetic oil and replace all aluminum heat sinks with beryllium copper based alloys. Remember heat rises and cold air is your friend. So you will need to duct as much cold dense air from the bottom of the car to the engine and air filter dont forget the bybass valve - water and engeins dont mix. then rout the heat out of the top of the hood. Better yet don't even have your hood on!!
