are obx hi-flow cat really hollow?

I have a friend of mine with a 99 civic si, and he had an obx hi flow cat installed. He got great performance, but he took into a shop to have some work done and they said he didnt have a cat. And then i saw somebody posting a message saying that they are illegal. and also said they were hollow. well i need some advice about a hi-flow cat that is not illegal so he can get the performance but still be legal. the He needs to find one quick because the shop wont give him his car back until he gets the part....please help

OBX doesn't make high flow cats. They're test pipes aka straight pipes. I had one and they're shaped like cats but act as a resonator. Where to get one? The exhaust place should have universal ones they can just weld in place if not get one from another shop.

get a catco converter. theyre not just fancy test pipes, and they are legal

exactly. catco is the company. they make real highflow catalytic converters, not that hollow tube shit
