Cars runs cool

My temp gauge never gets far passed 1/4, i have experienced no problems but are there issues I do not know about, like the engine burning rich and reduced gas mileage?

Temp sending unit is sending the wrong signal to the computer & guage.

I would check your gas mileage 1st, and do nothing for the short.

Vitals are needed. Then I can tell you the proper operating temperature.

And yes. You'll see increase mpg, and longer life of the engine.
