Thumbs down 91 Corsica, no heat. BRRRRR

Greetings All:
I am getting no heat. Good Vacume, Heater Circuit has been blead of air, All other controls work. Mechanic replaced the Heater Core and flushed the system.

Any thoughts on how to get some heat back?

Other Observations

Whenever I attempt to increase the Heat Control, it appears the Heater Fan slows down. Do I have a Jamed Flow Deflector? If so, where should I look?

This model lists a heater control valve. Its vacuum operated and is located in the heater hose to the heater core.
Feel both heater hoses they both should be hot when the thermostat is open.
Should be available at a parts store.
For the blower check the resister located on the heater case.
