keyless entry locks by itself

1991 Chevy Blazer. The security system will arm itself even when the car is unlocked. When I bought the car the security system would only arm when the car was locked, then the starter went bad and was replaced, and since then the security system will arm whether the car is locked or unlocked, and will not start until the unlock button is pressed on the fob. When I enter the car and insert ign key the dash LED is flashing fast, the security indicator on the dash is blinking slow, and the dash lights are flashing slow.

When the starter went out I turned the key from off to on rapidly several times to try to get it to start, so I am wondering if the security system may have been switched to another mode by the ign key toggling, or if a wire may have gotten knocked loose during the starter install.
