98 Jetta - Major Issues!

I don't know what to do anymore with the car......

I purchased my car used, about 4 years ago, and all I have had is problems, I paid $11,000 from the dealership and I think I have put another $8000 at least into this car in repairs. I have replaced the Water Pump, the ignition coil, the altenator, the battery, the starter (4 times), the timing belt, the breaks, the axel, and a whole bunch of other things.... I live in Saskatchewan so of course it is very cold, but even in the summer if it is wet the car wont start, if its cold it wont start.... right now I am trying to start it after it has been sitting for a couple months, I thought it was likely the battery again since it has been sitting, so we attached a trickle charger to it, but all my electricals are clicking on and off, what is going on with this lemon?

I am definately regretting buying this car but I just bought a house so Im kind of stuck with it... any help would be awesome!!!
