white smoke from the exhaust, help please

I have a 91 Accord I just did a cylinder head replacement to and while running white smoke starts to come from the exhaust manifold and pipe. I tried the blown head gasket diagnostic of running the car without the rad cap on. I do get some burps from the radiator but only after about a minute or two of engine run time. This is the same with the exhaust smoke. The upper rad hose gets hot fairly quickly whereas the lower hose stays rather cool, leading me to believe a thermostat prob, but this was replaced. I did reuse the head bolts which might be the problem and/or the bolts might be overtorqued as I used a Craftsman break away torque wrench which I hear are not the most accurate wrenches.

Anyway, to quickly recap:

-White smoke from exhaust manifold/pipe after a minute or two of running
-Rad fluid burping after a minute or two of running
-Upper rad hose hot
-Lower rad hose cool
-Reused old head bolts

Hopefully you can help me fix this problem as I am very excited to get my accord back on the road. Thank you

Ok, so I did some more troubleshooting today. The white "smoke" doesn't seem to be a problem any more. I ran the car for a good amount of time and the smoke stopped coming out of the muffler and drastically died down from the manifold. I am thinking this was not related to coolant but related to the cleaning products and or dirt/grime that was on all of the equipment after being removed, cleaned, and reinstalled.

I have two new problems to keep us busy though.

Possibly related to the other problem, the radiator cap has steam that is escaping from it. I have been watching the temp gauge and this has not increased above 1/3 even after turning off the heater and reviving the engine for a good bit.

The Second problem is RPM oscillation. The rpms begin to oscillate during idle after I have pressed on the gas and return the engine back to idle. Thinking this is just a quick idle fix and not related to anything else.
