95 wiil not start

Have a 95 with 3.8 SC with 119K. Had a leaking intake gasket and would run ruff. I replaced the intake gasket as well as the SC gasket, also put in new plugs. Now engine will not start. Have 40 PSI at fuel rail, have spark when I crank. While cranking what type of vacuum should I have? Would you check at the vacuum tree on top of SC. I assume you must have vacuum for the fuel regulator to work? I have sprayed WD40 around the intake and head mating parts thinking maybe I still had a leak but that did not help.

No, but do have power to them, so it must be whatever tellsthem to pulse.
I even pulled the rail hooked the fuel line up and applied 12 v with ground and each would spray, so not what sure to check next.
