91 Caprice

Ok, first I am new to the world of cars, in fact I just got my drivers license (no laughing). I am going to buy a 1991 caprice mainly because I have been in love with them since I was a kid. The car I am buying is an ex police with 120k miles and poilce package still included (whatever that means). I want to fix it up but don't know where to start. I want to spend max 2k in the performance area and 5k in body and interior (including 20 inch chrome rims, leather interior, and candy paint just to start). If anyone can help with how I can improve on the car's performance, what to replace, how to make it more efficient, etc. I would really apprecitate it. If more information is needed I will try my best to answer your questions.

I almost forgot, can the spotlight be removed without messing up the body?
