1997 CV steering wheel clicking and....

Hi, new to the forum as far as posting. I have used it a lot. It is very helpful and everyone on the CV forum are great!

It has tilt steering and it does not matter the position of the wheel, it clicks when you turn it either way. The wheel seems to be loose. By this I mean if you grip it it moves up and down. Is it loose or is this normal due to the tilt steering? I have had trouble with it feeling hard to turn, stiff at times. If anyone has some ideas that would be great. Thanks for such a good forum!
