89 Nissan Maxima (Turn Signal Problem)

Ok, heres what's going on. My front turn signal lights turn on when I use the turn signal switch, but they don't blink unless I keep turning on/off the switch repeatidly. My back turn signal lights won't come on at all. I wasn't sure what to do about it, I went to an autoparts store and told the guy what my car was doing, and he said it was probably the turn signal indicator switch. But all the other functions of the turn-signal switch work, so I'm looking for other possibilities. I searched online and found tail-light circuit board replacements, but am still usure if that is even the problem. I took the piece apart to check the bulbs and they seem to still be good bulbs.
