Question Electrical Issue: Aux Power Outlet

My 2002 had a dead cigarette lighter and Auxillary Power outlet from the time I bought it. I read a tech bulletin that stated there could be a short out from a bad lighter. The lighter socket looks corroded. I figured this was a fuse. I checked the fuses in the rear and the relay and everything seems fine. I am getting power out of to the fuse in the rear.

I then checked the power in the underhood box. I get power through the ash tray light and I get power at the cig/aux fuse. (I can tell the light bulb line because as I dim the lights the line 22 drops voltage and the other line 23 stays at 12V.)

So I opened the front lower right IP area to remove the ash tray assembly. I disconnect the harness and test the voltage and get 11v out of the smaller yellow line and zip out of the larger ORG line. The fuse in 23 checks continuous and there are 12v coming out of the fuse box. This seems to leave a break in the line between underhood fuse box and the harness connector for the ashtray. UNLESS I have missed something.

A wire this large 20A/12V seems very unlikely to break in the middle... Any ideas?
