Is it possible they turned back odometer

We recnetly bought a 2001 cherokee from a local dealer and shortly after purhcase odometer stopped working, short version is after much investigationn and testing by local wrench bud, while looking under the jeep myself I happened to notice harness adjacent to sending unit at automatic transmission has been cut most of way thru on all three wires with a razor blade and then covered unsuccesfully with liquid electric tape, it seems the guys vision must have been so good and he failed to cover the cut, the wire had not yet turned green so i suspect it was part of an odometer fraud, carfax does not offer enough history to disprove. Is there a legitimate reson to cut into these wires? Once respliced everything works fine. Your thoughts?
