whats that noise
i got a question in my 2000 buick regal i got a noise that is annoying it its inside my car around driver side door it sounds like a wind up toy going off and it is around the dash board underneath what can it be my odometer went out its digital and it just flickerd out dont know if that has to do with anything hoe hard is it to change that out

Hard to say on the noise. Remove the kickpanel and see if you can pinpoint the noise. Major components in that area are the BCM module and DRL module and maybe a few relays.
On the IP cluster it is easy to replace once you get that black plastic bezel panel off the dash. The problem with replacing the IP cluster with a new or used is it will need the odometer module programmed with your current or last known mileage.
