I don't know.

This site says it's legal, and gives instructions on how to do so.
http://neptune.spacebears.com/cars/stories/airbag.html

Something from Momo:
http://www.sgmotorsports.com/mz3/momo.htm

And here's a quote from somewhere else.

"Yes, removing the stock steering wheel with air bag and replacing it with an
aftermarket steering wheel will work. Just remember to use your seat belts!
Remember without an airbag, you have 1 less safety measure. In most areas,
removing an air bag steering wheel (permanently) is illegal for the dealer or
mechanics but is legal for the owner to remove the device. In some other
areas, it is completely illegal to mess with the air bag. Please check with
local regulations first! After removing the air bag, the air bag light WILL
come on, unless you get an air bag boss. The device will fool the computer
into thinking the air bag system is working. Mazdaspeed has one such device
and I believe Momo also."

sounds kinda dangerous...i hope tha air bag doesn't come out while i'm taking screws out...i think i will find out more about this...so why is it illegal for someone else to do it...if i give them permission? that seems pretty dumb...maybe for possible injuries i guess?

Sounds like as long as you disconnect the battery and wait 30 minutes then you won't have a problem with that.

In case you need it...

Disabling the SIR System

Turn the steering wheel so that the vehicle's wheels are pointing straight ahead.
Turn the ignition switch to the OFF position.
Remove the key from the ignition switch.
Remove the left IP end cap. Refer to Instrument Panel (I/P) Outer Trim Cover Replacement in Instrument Panel, Gauges and Console.

Important
With the AIR BAG Fuse removed and the ignition switch in the RUN position, The AIR BAG warning lamp illuminates. This is normal operation, and does not indicate an SIR system malfunction.

Remove the AIR BAG Fuse from the fuse block. Refer to Fuse Block Replacement in Instrument Panel, Gauges and Console.

Remove the left sound insulator. Refer to Insulator Replacement - Instrument Panel (I/P) in Instrument Panel, Gauges and Console.
Remove the Connector Position Assurance (CPA) from the driver yellow 2-way connector located near the base of the steering column.

Disconnect the driver yellow 2-way connector located near the base of the steering column.

Remove the Connector Position Assurance (CPA) from the passenger yellow 2-way connector located near the base of the steering column.

SIR Service Precautions

Caution
When you are performing service on or near the SIR components or the SIR wiring, you must disable the SIR system. Refer to Disabling the SIR System. Failure to follow the correct procedure could cause air bag deployment, personal injury, or unnecessary SIR system repairs.

The inflatable restraint sensing and diagnostic module (SDM) maintains a reserve energy supply. The reserve energy supply provides deployment power for the air bags. Deployment power is available for as much as 10 minutes after disconnecting the vehicle power by any of the following methods:

Turn the ignition switch to the OFF position.
Remove the fuse that provides power to the SDM.
Disconnect the vehicle battery from the vehicle electrical system.
Disabling the SIR system prevents deploying of the air bags from the reserve energy supply power.
