What would cause my Tenionser pulley to freeze?

And is this a sign that the other pulleys will freeze soon?

This was not a fun tow bill btw

Not sure about your year and engine.....

But the bearing was just shot. Probly just old, they are cheaply made anyway IMO. It does carry the belts tension more then others.
Since you didnt mention your engine not sure if it was plastic or metal pulley , which is better.
