99 T&C hard to start in cold but unstable idle and die out run ok in warm or hot days

Guys, I have 99 T&C for 9 yrs now and seems to be from summer i get this problem
#1 Once i had unstable idle and cuttoff after highway driving in august (warm month )
Check complite vacume system and gas line and return becuse of code
Fix was clean IAC and put back added chevron engine cleaner (recomended by mechanic)

work good

then
#2 soon as nov dec 2008 came proble came back
unstable idle when cold, start car but not stay on till hold gas padle to keep it on

fix was low battry cold crank amp ( was not an real issue)but considering chicago winter was wise thing to do ...problem not fixed

then i search around and came accross this site ..good info intaligent people and appriciated

fix narrow down to coil pack drop when extreamly cold days range should be 10900 to 14900 i got ok in 40F( 12000) but in cold -10 left it 2 hrs (new pack and old pack and measure resistence ...2 coil got around 109XX and one got 10700
Improoved idle but car was parked at 40F so unsure
then got idle air control and put it in drive out and park out in cold for 6 hrs
car started idle started with 1200 and slowly came down to 900 after 2 mint s
