96 escort not reach temp

had a temp gauge not moving ,unclogged heater core and got it to rise but now it only reaches below 1/3-1/2 up and does rise no more and heater fan still does'nt kick on?? all the hoses are warm top rad hose is warmer than the lower (good)?? but still just creeps up and does'nt go hot even though the fans not cooling the system down.
so far changed the temp sensor to gauge,and the engine one next to it the heater relay on the fire wall and put a new thermostat in.
but why is it not over heating???and why is the fan not kicking in?

You probably still have a circulation problem.
You may have the thermostat housing problem I previously described in the other thread... and you could have a problem with the radiator being plugged up.
The fan won't kick on unless the sensor reaches the right temp... solve the circulation problem so the sensor is reading correctly.

Is your inside heater getting hot like you expect it should? What specifically did you unplug with the heater core, how did you unplug it? Like MM22 said, you may have only opened it up a little, so it's still not getting to it. If you have air trapped in the system, which the temp sensor may ba at a high point which would trap air, the sensor will not be able to accurately measure the fluid temp. This is a known problem to cause sensors to inaccurately show a low fluid temp and consequently not turn on the fan.
