Spin my wheels, please!

Hello,
I'm here with one of my more-dumb questions; I had my older Camry jacked up, when I noticed the tires (front) didn't turn...or at least not much, then they'd stop. It would rotate back and forth about 3 inches. When I previously did break-jobs on other cars, I'm pretty sure the tires turned. Can someone please tell me, why aren't my tires spinning when the vehicle's jacked up?

Because your car is in "Park". Take it out of "Park" and they'll spin freely.
