blue smoke/bad fuel miles

i have a 1991 volvo 740 turbo and it is blowing blue smoke out the tail. it is also getting bad fuel mileage(15pm on the highway). it blows the smoke when i let off the fuel. i'm not using any oil. someone please any suggestions!!!
