Keyless entry problems and heated seats

hey guys
i have a 1996 toyota avalon XLS
1st problem is
the factory keyless entry system started fading awhile back
idk the details but my dad said it started fading then they replaced the batteries in the fob and it just stopped working
ive followed every single programming instruction i can find
and sstill it seems like my key fob and car arent communicating
just wondering if anyone knew what the prob could be


2nd
while under the dash checking fuses i ran across one that said seat heater
to my knowledge this car does not have heated seats
yes they are leather
yes it is a bench
but
not heated that i know of
but there is a fuse in the spot for heated seats
if it turns out that there really are heated seats but they arent hooked up is there a way i could hook them up myself?
