in-dash DVD players - legal?

I've got a friend that wants to put an in-dash DVD player in his car. I was told by another friend that his friend got busted for having one. As I understand it, the law says you can have one, but if the screen is visible to the driver while driving then it's illegal (which is why all the factory installed ones are above on the ceiling or in the headrests).

Does anyone know the actual law on this? My friend's got enough legal problems and I don't want him to get any more!

Thanx

They are only legal if installed correctly. Meaning if you pull up on the ebrake it should come on. If the ebrake is disengaged then the monitor shouldn't work.

If it does work then only the rear seat passengers should only be able to view it.

And I think people with cell phones should be illegal too People are problem enough just talking on those, can't image people with monitors on in the car while they drive.

Here's a scary though CivicSi, ever seen those LCD's that you can have mounted IN your steering wheel? Yeah, that's gotta be some crazyness! I totally hate people that talk on their cellys too while driving. If you can drive LEGALLY and correctly while talking on it, that's one thing, but if you can't that's a whole nother issue IMO.
