water temp sensor and fan

The temp gauge stays in one position low all the time even when the engine is hot the rad fan never comes on unless i unplug the water sensor the sensor i can get to test if i know what settings i should choose on the multimeter omms setting having several settings i would not have a clue the sensor is suspect as there is no cowl on the top just two pins sticking up if that is the case can you supply me with a parts place to shipp to the uk please
