99 Avalon oil filter?

The last two times I have changed the oil in my wife's 99 Avalon, the oil filter looked brand new. It appeared as if it had barely had any oil in it and was not full of oil like my 95 is when I change it. I drain the oil before I take off the filter, but usually the filter is still full. Could something cause the oil to not go through the filter?

What brand and part # of oil filter are you using? How many miles/time between oil changes.

The filter is a Pfram 3614, it is what the book calls for. I change oil twice a year or about 6 - 7 K miles. I wondering if something could be plugging the passage way into the filter.
