Front End Electronic Control Module

2001 Windstar: With ignition off and Keys out, after approx 10 Sec the headlights come on and stay on. Interior Lights come on and stay on. Now blower runs also. I have been told it is the Front End Electronic Control Module. Where can I locate it to remove it and get numbers for ordering. I have looked in the manual but can't find it mentioned.

Any help would be appreciated.

Oh by the way this started immediately after shop replaced vacum plenium could they have blown a fuse somewhere ??

The FEM is located on the driver side, under dash close to the fuse box, you can miss it. I cannot answer for the other question.
