Emergency Brake not holding

I have a 2003 tb and was checking my emergency brake and realized that its not holding even though it is pulled all the way up. Is there an adjustment on the cable or do I need to pull the wheels and the rotors on the back to adjust it?

if you have rear disc brakes they auto adjust when using hand brake.do u use e-brake??most people dont!!there is an adjuster for e-cables because they do get stretched.

This is not how these e brakes work, there are on going problems with this design, there is an updated retaining clip for the brake shoes, they tend not to retract and the linings wear, there also is a manual only adjustment that must be done with the rotor removed.
