1993 Fuel Filter
I can not find the fuel filter. It is supposed to be under the car along the right side. I have followed the fuel line up to where it goes up to the engine but I do not see the filter.

It should be along where you described. It's up at an angle facing the engine, it is not parallel with the ground. You should see the power steering cooler right next to it.
