Tansmission or VSS, 94 Passport 4X4 Auto

I have a 94 Honda Passport 4X4 Auto.
It Rev's fine in Park and Neutral. Sometimes it will drive ok but others it won't move , but sounds like it is trying to go. (ie: sounds like there is a load on the engine)
I have a OBD Code of 24, VSS (Vehicle Speed Sensor).
I tested the VSS as per the Haynes Manual and it tested bad. Haynes Manual says “the PCM uses information from the VSS to control the Torque Converter Clutch and the Shift Solenoid in the Transmission”
What I need to know is if this part (VSS) is the only problem, or if the transmission is bad.
I do not know the history of the vehicle at all. Anyone with a similar problem?
