1998 Beetle Won't Turn Over

My friend's 1998 Beetle won't turn over.

The battery seems to be okay - I hooked up good jumper cables to it and no change. The solenoid clicks. The fuel pump goes on. The headlights and horn are strong.

It simply won't turn over - it doesn't start to turn over like it has a bad battery - just won't turn over at all.

I tried in both Park and Neutral. Same symptom. Solenoid clicks. That's all.

It did the same thing a month ago, and a shop changed the speed sensor.

Does anyone have ideas? My friend lost his job and has no dough, and I'd like to help him.

Sounds like the starter is junk. If it worked for a month now it doesn't again. Try tapping on the starter with a flashlight or something when the person is trying to start the car (hint its on the front side of the transmission under the batter and to the middle
