95 turn signals

my 17 year old son son just got his first car - a black 95 skylark coupe. he is so proud of his ride. its in very good condition inside and out. theres a problem with the turn signals, they dont work. the hazards flash, all the bulbs are good you can do it manually. we tried to find the turn signal flasher under the dash, and even tho we removed panels , we just could not find it. plus the horn wont work (the fuse is fine). if anyone can be of help, a good kid with a first car would be very grateful for any info. thanks

I drive a 95 Buick Skylark. It was actually my first car when I was 17, too.

I had a time for a few months when my turning signals did not work. Nothing seemed wrong, even when I replaced the bulbs. All of sudden they started working again.

My horn does not work, either. I'm unsure why but I do feel it's a bit unsafe not having one.
