98 S10 4cyl. EGR Valve problem.

Has happened every year for the last 3 years. Check eng light comes on. Got code. EGR low low voltage. checked voltage, ok. Replaced EGR valve, no light. Check engine light comes on after a couple of months. ????

Check all connections and egr valve voltage readings.
And egr valve to PCM readings.
Does it get any carbon or carbon balls in it?

May want to check dealer for any PCM reflashes on that code.
