dry/wet sanding dupicolor mirage step 2?

alright, so i just finished step 2 (color coat) of the duplicolor mirage 3-step paint. i've got some orange peel and i was wondering if it's safe or recommended to sand the color smooth or can i just use some rubbing compund?

If it is bad, I would sand it smooth and reapply some of the Step 2. If not too bad, apply the clear, then sand and polish.
