2000 Windstar no 12V @ OBD II Connector Pin 16
Pin 16 is supposed to have +12v. I have nothing there even with the ignition switch turned to ignition on.
Does anyone know if there is supposed to be 12v in the connector (read some OBD II do NOT have 12v at pin 16 (or any other pin for that matter)). If there is supposed to be, where does it come from - what fuse? Thanks Tom |

Hi
Here is a link to an OBDII standard diagram. Actually looks to me to be pin 13 which is "jumped" to pin 16 on the connector, but whadda I know Anyway, should be unswitched power there someplace as the reader draws its power from the connector. Looks like the pin 16 is the 12v at the car, then the "OBD II Cable" switches the 12v from 16 to 13. Thanks for the diagrams. I'm almost certain I used this scanner to do my 171/174 codes so I'm figuring I have a blown fuse or something. The Owner's Manual doesn't refer to the OBD II Connector in the fuse table as far as I can tell (may have missed it - it is a big table). I would be nice to find the connector in a factory wiring diagram. Thanks Tom |

On my 99, it is the same fuse as the front 12V accessory outlets. The fuse is a 20 amp yellow fuse (IIRC).
My son blew the fuse by running an inverter off the 12V outlet, and I only found out about it when I went to clear some codes and my scanner would not connect. |

Hi
Looking at my elec/vacuum manual. Ford calls the plug the "Data Link Connector" DLC. It shows pin 16 to be battery power, then calls 13 the "reprogramming power supply". Also, my owners manual for the OBDII scanner says that you should have power at 16. So, I guess you do have a problem. Unfortunately, I do not see where power comes from for pin 16. It simply says battery power. I am only guessing here, but I would think pin 13 "receives" power/signal (reprogramming power) to the PCM when you push read/erase on the scanner. |

I called Actron and they looked it up in Mitchel:
There is a purple wire that connects pin 16 to pin 13 of the main computer. So either my computer is not producing 12v @ its pin 13 or the violet wire is broken. I probably should cut the violet and feed the OBD connector from something like the cigarette lighter. |

I would disconnect the battery, but I know for sure that unsets all the readiness states. Someone posted that clearing the codes does not unset any readiness states. ... well definitely not all of them.

FIXED!
Found blown 20 amp FUSE #17. Scantool works, codes cleared. |
