95 limited rpms dropping

I had this problem around a year ago and then it quit. Now its back but worse. When I start th Jeep it will rev to 1200 rpms then drop to 200-300 then back to 800-900 where it will stop sometimes. When driving it will be fine untill between 40-55 mph. When stopping it will drop to 200-300 rpms and almost die. Any suggestion. Cheap suggestion?

What engine and mileage and how long on tune up?
Check the air intake for leaks and clean the TBI and IAC to start with?
Any engine codes or check engine lights?

It the V8 w/183,000 and a long time on tune up. I know what the IAC IS but I dont know where it is and I dont know what the TBI is. Im new to actually working on cars by myself. My check engine light came on this morning for the first time but hasnt been on since then. I havent had the chance to check the codes yet thats my project tonight. thanks for any help.

On the TBI what I was refering to is the Buttery fly in the upper air intake.
Or what used to be the carb.
They get carboned up.
Take some TBI or carb claner and a tooth brusk and clean the carbon off.
Also make sure there is not any leaks on the air intake between it and air filter.
And post back that code no.
