sr20det wiring help :: please!!

ok I installed the sr20det last week. Using the wiring info found on sr20.hybrids.jp I wired up the harness. I plug in the harness and find that the car won't turn over. Mind you it cranks, but won't turn over. All my interior features work fine. My headlights and windshield wipers are also functional. When I hook a multi - meter up to the ecu relay, it only reads about 3 volts, it then begins to go down from there. I could use any assistance that may be given. Thanks for your time in advance.
