Halo Projector Lights
I installed new halo projector lights on my 98 eclipse and my brights are stuck on and they won't turn off. The wiring harnesses did not match up right so i cut and spliced the wires together.

Never mind i got it all taking care of. I had no low beams.

Wow...
I think I know what you meant before you edited your first post. My halo's were some jacked up connectors that had to be hardwired to my harness. It was indeed a strange wiring setup but I wired mine to have high and low beams on whenever the highs were on and normal when the lows were on. They worked damn good after that.
