RPM's Drop down to 300

at times when i come to a light or have to push the clutch in to come to a stop

my rpm's will drop down to around 300 then jump back up to 1000 and it will run fine

it doesnt do this every time

i cant be 100% sure but i feel it happens when i push the clutch in at a fairly high rpm around 3000 or so

this normal or is there a problem i need to look in to

TPS or IAC is where I would start looking.
