Angry Running

I have a 1995 Neon. The problem I have is that when driving it will loose all power and the only way to recover is to shift down(or step on the gas pedal all the way to the floor). Problem is worst driving uphill or coasting down hill.

That sounds like a timing / fuel problem , hope for fuel , its easyier and poss cheaper in the long run.

Does it ever completely die? I've had this problem before and after checking any fuel issues (a good place to start) i realized it was a sensor. I can't remember which one off the top of my head---but if this is your problem I'd gladly look it up.

it doesnt sound like a timing issue at all. but it does sound like a fuel issue.
the way you metion how its doing it more on hills. try the fuel filter.
