How to replace window regulator '91 Delta 88

It appears that I need a Front Left manual window regulator for my '91 Delta 88 Royale. The window is fully up, but will only roll down about 2 inches. The door panel is off, and I can see a notched belt that has a few stripped notches. Unfortunately, the car won't pass inspection because I can't roll down the window to give hand signals!

1) I'd prefer to remove and fix the window regulator assembly, perhaps by moving the bad notches to a different position, etc. Can anyone provide guidance on how to remove the regulator and related parts? Can you point me to a repair manual or provide a scan of a break-away? The Haynes manual doesn't show what's inside the door, and just says "take it to the shop" to do this repair. I've heard to watch out for the (loaded) spring.

2) If it can't be fixed, does anyone have a good part supplier? Local junkyards and Ebay don't have it, and a "new" regulator is ~$170. I can't find it anywhere used.

3) I will consider an upgrade to a power window. Motors for the power windows seem to be more affordable and available - Has anyone done an upgrade from manual to power, and can you provide guidance? Besides the motor, what parts are needed?
