A/c Problems Noooo!!!!!

Hi everyone,
I recently purchased a 1998 200sx SE, and the A/C didn't work since the day i bought it but now is almost summer and i need it. The guy i purchased the car from said everything on the A/C has been replaced except the expansion valve. The place that replaced everything replaced each part peice by peice, and it never resolved the problem.

So heres my problem: does anyone know where the expansion valve is located on my 200? I want to take a look at it to make sure its not clogged or anything.

So far this is what i have observed is When i turn on the AC neither of the radiator fans come on, the RPM doesnt drop a little bit for a second like my old car. To me it seems like the Compressor is engaging but i cant reach a test light down to the compressor, all the fuses are good though.

Any tips or suggestions are very appreciated thanks a bunch!
