93 Ranger No Wiper Movement!

i have a 93 ranger 4.0L V6 5-speed 4x4 when i bought it had been sitting over a year with no movement. when parked windshield wipers worked. when i bought it i turned them on only to hear a clicking under the dash without any movement of the arms. i followed noise to govenor switch under dash. clicks faster the higher you turn it up, but no movement. i replaced the wiper motor first, thinking it had sat and gone bad or rusted up. to my suprise, nomovement still, but still clicking under dash. next, replaced govenor switch. same thing, clicking, no movement. next got a warrantied motor and put it on again. no movement. replaced multi-function switch as dealer suggested. same thing! i have traced wires and any possible scenario and found nothing out of the ordinary. ignition has some "ford" play in it and will turn without key, but never turn anything on, just spins outside, not tumblers. could it be that? i have no idea, and i am tired of spending money with no results. HELP!
