4G63 with no power/slow rev

I bought a 1991 Talon TSI with a blown head gasket. Bought a new head with new cams, lifters, and valves. Put everything together, changed thermostat, cleaned throttle body, put the timming belt on CORRECTLY, and rebuilt the turbo. The car is timmed right, new plugs, and new wires. Starts fine, idles fine, but has no power when given gas, with a slow rev. Wound up changing fuel filter and air filter. Also took off the cat, checked vacuum, and double checked timming belt timming marks and the timming. Everything seems perfect but I dont know what the hell is wrong.

(and no, the check engine light is not on.)

Boost leak probably. Pressure check your intake and see what it holds.
