Question Accessing the "Center Outlet Duct Actuator"

I've got a 1995 GMC Jimmy SLT, 4.3L......How hard is it to access the the "Center Outlet Duct Actuator ?" Does the whole dash need to come apart ?

No, just the lower panel. It's in the middle. Just over the hump
