97 Voyager 3.0 code 43

It says that peak primary circuit current is not achieved with max. dwell time. I replaced the computer this week for that and other problems, but the light and code came back today. The other problems were that the fuel pump relay didn't get a ground from the computer (I gave it a ground), and there was an automatic shutdown relay code. Before I replaced the computer I checked the spark, and found it to be orange, so then I checked the resistance of the coil. It was fine. I also checked the voltage going into the coil and found it to be 9.5. I think it should be 12. Am I correct? Is there another sensor I should check (cam or crank?), or do they have nothing to do with it since it still runs? My book doesn't go deeply enough into the wiring. Thanks.
