99 Beetle Not Shifting Into High Gear

My cousin has a 99 Beetle with 116000 miles and the 2.0l engine. It will not shift into high gear. Any suggestions as to what to check? He tried to check the transmission fluid, but couldn't find a dip stick for it.

2.0 does rev pretty high on the freeway 3000rpm. theres only 4 gears.

if its not shifting into 4th than i would say have the transmission codes read to see if any speed sensors are faulty

Check the coolant!
Sounds dumb but if it's overheating some computers will not allow them to run fast until the temp comes down. If there's no coolant then the air in the system will not register as hot on the sensor so the light may not come on.
