'96 Jimmy turn signals

I recently replaced the heater core in my Jimmy, which required removing the dash. After reinstalling the dash the truck started fine, no engine light on, and everything else seems to be working (even the heat!)

However, when the lights are on (key on or off) the arrows on the dash for the turn signals are both on (not blinking). with the key on, and a turn signal turned on, the respective light blinks but the other is still on. also, the marker lights blink (but don't light when the parking lights are on), but the bumper lights don't blink (but do light with the parking lights on).

I came up 1 plug short (I think) when re-installing the dash. It's under the steering column to the left and there is isn't any plug to go in it (6 pin male). it's tied to the parking lights somehow because when I was probing around in the plug I blew the fuse for the parking lights. it's been awhile since I took it apart and I just cannot remember what went in there, but I'm sure it's got to be the problem..

is this a relay plugin, or something unrelated, or is there a wire hidden somewhere (I've taken the dash back out and looked, nothing)..
