Keyless Entry BCM Programming Problem - 1999 Grand Am

I purchased and installed the remote access receiver and transmitter fob to my son's 1999 Pontiac Grand Am. The two items communicate as I can see the sychonization signal on the oscilloscope when pressing and holding the unlock and lock buttons. However, it cannot communicate with the body control module (BCM) in the car. I assume the BCM has to be reprogrammed or flashed to add the remote access code "AUO" for the remote access function to operate.

My problem is: The dealer was successful in the making the remote transmitter and the receiver synchonize, however, when the dealer attempted to reprogram the car BCM, the technician claims the Tech 2 scanner does not have a screen option to add the remote access code AUO. On top of that, they charged me for not being able to reprogram the BCM. I am ignorant of what the next steps are for the dealer technician to be able to reprogram the BCM for remote access. Does the VIN number have to change? Is there a tech support line he has to call to get the proper flashing instructions? I would deeply appreciate any help on this.

I'm assuming that you are trying to install RKE in a vehicle that did not have it originally.
Did you wire it yourself, install a harness from a vehicle that had the option or found the connectors available in the vehicle?
If you wired it yourself, where did you get the schematic?
Does the BCM and the RKE communicate with each other or the TECH 2 on the Class 2 data line?
The RKE must communicate with the BCM to lock and unlock the doors.
Sometimes the tech can call techline and get a programming number when TIS does not have the option available for programming.

Thanks a lot for the reply. It is much appreciated.
The car did not have remote access originally. I purchased the RKE receiver and remote for this model car, and ran power to the RKE receiver, which is always powered up. I also ran a spice to the serial data bus that the BCE uses to communicate with other devices. I found the circuit schematic in the service manual for wiring the RKE receiver. The schematic indicated that 3 wires were needed, ground, fused 12 V positive, and a serial data bus wire.
I did take the car to the dealer and they let me into the service area. The Tech 2 recognizes the transmitter thru the receiver and serial data bus, however, the receiver does not communicate with the BCM to activate opening and closing the door locks and trunk. In the past, I've gotten the receiver and transmitter to recognize/synchonize with each other on the bench by applying power and using an oscilloscope to watch the output signal on the data bus wire by pressing both the lock and unlock buttons. I assume that the BCM has to be reprogrammed to accept the RKE receiver. I've been told by the dealer that they would have to install a new BCM for this to work. I'm not convinced, as I believe the BCM could be reprogrammed or reflashed to include the remote access option. There was an earlier post that alluded to reflashing the BCM module. I don't know what is involved in reflashing the BCM Module, but I thought that the Service Tech would use the TECH 2 Scanner and vehicle options codes located in the truck area (along the with the new option remote access code "AUO") to reprogram the BCM. I don't have access to a TECH 2 Scanner, so I don't know what to ask or tell the dealer to do. They've already charged me $50 for the last failed attempt.
I'm sorry this is a little long, but I wanted to present as much info as possible. I would appreciate any help.

Well from the sound of it everything is wired correctly and the RKE is communicating on the Class 2 data line with the BCM.
This sounds like a programming issue.
Make sure the dealers Tech2 is loaded with the latest software which should be 25.010
Have the dealer check SI doc## 315712 for programming instructions and when he goes to program the BCM use the replace and program ECU option.
With this option you can "lie" to the TIS terminal and it will let you "force" a calibration into a module.
If the BCM will not program then, it may be necessary to replace the BCM.
