Windshield wiper problem - 97 Skylark

I'm looking for help on a problem with the windshield wipers in my 97 Skylark. The windshield wipers work intermittently. I have blown the fuse many times and am looking for a solution other than to keep a steady supply of fuses on hand. I haven't been able to determine that the fuse will blow when any one particular thing is done. I've blown the fuse while trying to use just the wipers and also while trying to use the washer/wipers. It seems that once I blow a fuse, the wipers will not work for some amount of time afterwards, no matter how many times I put a new fuse in. I live in MN so this is especially a problem come this time of year. I'm wondering if anyone else has ran into a similar problem???
